Elevated Park Barrio 31. Retiro Competition. Buenos Aires. Argentina.
In the framework of the strategic relationship with the Government of the Autonomous City of Buenos Aires, the Faculty of Architecture, Design and Urbanism of the University of Buenos Aires proudly organizes this international competition which opens to Urban Designers, Landscape Planners and Architects as equals, aiming at shedding light on this relevant issue for our city’s centrality’s future, due to its specificity as well as its symbolic nature. We believe that conditions are given to attract local and foreign intelligence and experience in terms of project and technology, in order to bring forward high-quality, innovative and stimulating ideas for the “Elevated Park Barrio 31 – Retiro”.
This is a challenge that makes the presence of the main public university of Argentina special, in partnership with the project of the Government on this site: the need of contribution for the remediation of the segregation of the Barrio 31 in order to build a place of social mixing that combines, through its common use, the best offer of contemporary design and public management. In this sense, turning a decommissioned highway into a park, removing the speed of the cars and the distant viewpoints of the different users, transforming it in a public park in benefit of the neighbors that live beneath it, and, on top of that, encourage the interaction with other visitors, is a decision that goes in a good direction.
I therefore invite the participants to understand this need and its enormous potential as public space, which, at the same time, results in a relevant urban project. Moreover, we commit our action so that after the competition, the authors of the selected proposal become part of the process that will end with the materialization of the park.
