Managing, planning and designing the landscape are not contradictory tasks, but three different approaches to nature focusing on scale, strategy and concept that make up the discipline of landscape architecture. Within this triple approach, it could be said that the most problematic is planning. It is therefore, necessary to delve deeper into what the functions and specific instruments of the planning process are.1

Landscape management versus landscape planning

The debate on intervention in the landscape in Spain is taking place from parallel theoretical and practical perspectives, each with its own understanding of the mandate given by the European Landscape Convention, Council of Europe, which was signed in Florence on 20 October 2000 (CEP).

In the first article of this Convention (CEP), the section on definitions, states that: “Landscape planning” means “strong forward-looking action to enhance, restore or create landscapes.”
